About Flourish Living: Flourish Living envisions a future where affordable housing is accessible to everyone. The organization works toward this vision by partnering with state and local policymakers to design and implement affordable housing incentives.

A win-win situation: New affordable housing units and a new funding source for public education.

The Alhambra Elementary School District is moving forward with the sale of excess land for affordable housing development. It will utilize a model pioneered by the Isaac Elementary School District, the City of Phoenix, and the Phoenix Industrial Development Authority.

The Isaac Elementary model involved the school district transferring land to the City of Phoenix, which in turn transferred the land to the Phoenix Industrial Development Authority to be leased to its development partner, UMOM New Day Centers. Cindy Stotler, the Phoenix IDA Housing Director noted that the IDA is looking to do more deals using this new structure.

Rep. Analise Ortiz sponsored legislation this session that would authorize school districts to enter into lease transactions with non-profit organizations to develop affordable housing. H.B. 2465, available at https://lnkd.in/gnqXEm-Y.

The Phoenix IDA deal structure for school districts and Rep. Ortiz’s legislation highlight the opportunity we have to leverage excess land and underutilized sites owned by school districts for the development of new affordable housing.

The Journey Begins

Thank you for visiting Flourish Foundations, the Flourish Living blog.

The need to bring the real estate community and state and local policymakers together to tackle the housing affordability crisis has never been greater. Housing affordability is front of mind for Americans and it will only get worse as multifamily construction starts decline in response to tighter lending conditions.

More than half of U.S. renters pay more than 30% of their income for rent and utilities, with nearly half of those people paying more than 50% of their income. Without a meaningful increase in new multifamily housing production, and specifically new affordable housing, rents will continue to increase and residents will find themselves with limited housing options.

Flourish Living seeks to play a role in increasing multifamily housing production by partnering state and local policymakers to design and implement affordable housing incentives to drive affordable housing creation and preservation.

We look forward to the road ahead and to having you along for the journey. Reach out to Domingos if you represent a state or local government interested in implementing affordable housing incentives to drive affordable housing creation and preservation.
